lol guys his snaps was set to 1 till today thanks to ufo
had to explain him what hapened and tht you couldn't DDos him
he didnt believe me at first, but i made him set his snaps to 30

Basically snaps is a rate-oriented command. The higher the number, the higher the speed your system processes the internet thingamabobs. The lower the number, the slower your gameplay will be. It's a lot like /rate in that sense. I'm not entirely sure how to explain what it actually is, but I do know that's how it works and what it does.
