Communication reforms

these are proposals, they are not being implemented yet

-Personal issues must be resolved privately between the parties involved.  A mediator will be selected if the issue spreads.  All threads on the forums that turn in to a personal fight will be locked and removed.  

-The council reforms should end people going behind each others backs, but it is being emphasized here.  There will be no conspiring and back alley discussions.  if discovered the parties involved will be removed from the council if they are in the council, and be demoted to a rank that is not legit for council membership.  Severe cases, might result in the parties being removed from the clan.
