Two reasons for that.
One he is a brilliant singer and talented writer.
Two he makes parodies of songs that are successful.
There were hundreds of Gangnam Style parodies that got tons of views during the craze, just because they were parodies of Gangnam Style, not really due to any quality.
Weird Al puts a quality touch on his work, and it guarantees success.
He also asks permission before making parodies, and he stays on good terms with the artists and studios that originally made the music.

He literally started the concert outside the building and had a live camera on him while doing tacky and marched up into the building all while singing the song.
